Corruption remained considerably lower in Estonia than in Latvia and Lithuania in 2025, according to Transparency International’s Corruption Perceptions Index, ERR reports. Estonia ranked 12th on the index, which was up from 13th place in 2024, BNS reported. Meanwhile, Lithuania came in on 28th (32nd) and Latvia on 37th (38th) place, LSM reported. Estonia scored 76 (76) points out of 100 on the index, followed by Lithuania with 65 (63) points and Latvia with 60 (59) points. The EU average was 62 points. Since 2012, all three Baltic States have shown significant improvement, with Estonia’s score having risen by 12 points, Latvia’s by 11 points, and Lithuania’s by 11 points, LETA reports. The Corruption Perceptions Index assesses the perceived level of public sector corruption in 182 countries and territories.
