Estonia’s Foreign Ministry has handed a note of protest to the Russian embassy after three Russian border guards crossed into Estonian territory without permission, ERR reports. The Russian guards crossed the temporary control line between Estonia and Russia at the Vasknarva breakwater on the Narva River in the morning of 17 December 2025, ERR reported. The intruders stayed on Estonian territory for some 20 minutes. Estonian and Russian border guards later met at the scene of the violation to discuss the incident. Estonian Interior Minister Igor Taro said that the reason for the illegal intrusion was unknown. He noted that the level of professionalism of Russian border guards has become “extremely inconsistent” in recent years. The minister said that the Police and Border Guard (PPA) has increased its presence and patrols in the area significantly. He assured that there was no threat to Estonia’s security, however.
