The city council of Estonia’s second-largest city, Tartu, has elected Tõnis Lukas of the national conservative Fatherland (Isamaa) party as its chairman, ERR reports. At the same time, the city council elected Raimond Tamm of the liberal Estonian Reform Party as deputy chairman. Reform’s Urmas Klaas will continue to serve as the city’s mayor. Fatherland and Reform signed a coalition agreement in Tartu after the municipal elections held in October 2025. Meanwhile, the city council of Estonia’s third-largest city of Narva elected the controversial and pro-Russian Mihhail Stalnuhhin as chairman, ERR reported. Under an agreement between Stalnuhhin and the city’s incumbent mayor, Katri Raik, the latter will remain in her post as mayor.
