Over half of car drivers in Estonia ignore traffic lights, according to a study done by the Estonian Transport Administration in September-November 2025, ERR reported. The study showed that an average of 58% of drivers ignored yellow lights and 9% of drivers ran red lights. The share of red-light violations was relatively similar across the country, while compliance with yellow lights was almost twice as bad in Tallinn as elsewhere. Meanwhile, the threshold for speeding fines has been raised from 3 kmph to 6 kmph over the limit, ERR reports. Previously, minor speed violations accounted for nearly half of all traffic fines issued. Also, police will begin installing warning signs ahead of mobile speed cameras as of 1 August 2026. The measures have already led to a decline in the number of speeding tickets.
